In reply to your telegram of yesterday's date. Not true, but British Minister at Peking has been informed that number of men willing to proceed but no contracts have been made pending settlement regulations with Chinese Government. Are they under discussion in London or Peking? Urgently request early settlement in as much as delay will render emigration to new country unpopular. When may a reply be expected to my telegram of 9th April?
